Updates to pipeline format, addition of AWS object storage push capability.

This version of the model is as described in August 2020, involving within-and between LTLA transmission driven by commuting.  It incorporates a time-varying (on a 2-week basis) baseline infection rate implemented using a GP.

It also incorporates a slightly updated occult proposal mechanism, combining POEs and occults.
